If your footage is interlaced every frame should be unique when the comp's frame rate is set to 59.94. Setting the comp frame rate to 60 with 59.94 footage will lower the quality of the movie as AE tries to build new frames to fill in the difference in frame rate. Your footage and your comp frame rates should match or be exact even multiples of each other. IOW 29.97 comp with 59.94 footage is ok, 60fps comp with 29.97 or 59.94 footage is not good.
