You're missing a whole lot of information needed for us to help you: (1) What version of InDesign? (2) What operating system? (3) What PDF reader are you using to open the interactive PDF? (4) I'm assuming the "navigation arrows" are buttons, right? What action are they performing (exactly what does it say when you set up the button)?
