Please go the route starting with double clicking "Local Disk (C:)" as represented in your screenshot under Devices and drives (2).
Not sure why the difference in the naming of our C drives, but it is "Local Disk (C:) in your screenshot from where you want to start enroute
to the Adobe Premiere Elements Prefs file and the 12.0 Folder in which it exists.
Please refer back to post numbered 2.
