Can you check  version of Flash Pro CC from Help>About Flash.It should be 14.0.0.110.If it is not please update from creative cloud App to this version as lot of issues related to Brush have been  addressed in 14.0.0.110.In case you are already on the latest version ,can you please attach a video demonstrating the issue .
