I do not think you can always count on a layer style to always look the sane when added to documents that have different resolution, I think sometimes Photoshop scales the style to the images dpi resolution and other times it does not.. I the Image Size dialog hidden under option gear the a option to scale Layer styles. The is also ment Layer>Layer Style>Scale effects. A small change in scale can make a big difference in appearance.
Here I reduced the size of size of Noel's sample PSD document and duped it 8 time and spread the image out in two rows of four. The Top row has Noel style applied and scaled four ways.
The second row has a different more complex layer style added and scale four ways. View the screen capture so you can scale it up to full soze ans see it without distortion.
