Can't encode. Status = Failed

Software:

 

Adobe Production Premium CS6. All updates have been applied.

I'm not using any CC programs.

 

Media Encoder ver. 6.0.3.1

Premier Pro CS6, ver. 6.0.5

Windows 7 Professional, 64 bit

 

I am using Mercury Playback Engine GPU Acceleration in Premiere Pro.

 

Hardware:

 

HP Z820 workstation

64 GB RAM

 

Problem description:

 

The problem occurs with clips of any length. This problem occurs with Premier Pro running and not running. This problem occurs with different  presets. The program has never worked for me before.

 

In Premier Pro a small clip is in the timeline. I follow these steps:

 

File > Export > Media. In the Export Settings dialog box, I apply a preset

 

(H.264, 306p, MP4)

 

I click the Queue button.

 

Media Encoder opens and I can see the exported file in the Media Encoder Queue.

 

I click the Start Queue button.

 

After about 1 minute, in the Encoding panel, the "Connecting to Dynamic Link server..." bar appears. After about two minutes, the process fails. (Status = Failed).

 

Here are the error details:
