Yes saving is part of the action but I think I need to save as jpg rather than save for web. Actions still don't work though.
The File>image processor method seems a lot simpler.
What I'm not clear about is whether if you change the height (or width) whether the proportions are constrained. Doesn't seem to be an option for this.
