Usually the problem is that you've set the wrong destination folder in LR's import panel, and LR cannot write the files to it during the copy phase, so during the actual import phase the files aren't there to be read, so check the destination folder.
Otherwise, as suggested by the previous reply, LR doesn't have write permission to the destination folder.
